TownHall is a civic engagement and AI communications platform that gives chambers of commerce, government entities, trade associations, and advocacy organizations a modern, unified tool — to collect community input at scale, analyze it with AI, and communicate back through AI-powered spokesperson videos.
Chambers and councils rely on town halls and manual surveys to understand their community. Participation is low. Results take weeks. There's no modern alternative.
Even when input is collected, there's no system to categorize it, surface trends, identify urgency, or produce a report ready for a board meeting — automatically.
Officials post inconsistently to social media. There's no tool to draft announcements, generate spokesperson videos, and maintain a consistent public presence efficiently.
Community members submit feedback through polls, surveys, open text, or voice — with no account required. Works on any device, embeddable on any existing website, accessible by QR code in physical spaces.
AI (powered by Anthropic Claude) automatically categorizes every submission, maps it to topics, generates plain-language summaries with demographic breakdowns, and surfaces urgency before the next meeting.
Admins draft announcements with AI assistance, approve or edit the script, then generate a professional AI spokesperson video — their own face and voice, or a stock avatar — ready to post on any social platform.
Organized into three build phases. Phase 1 delivers the demo and go-live. Phases 2 and 3 complete the full product by October.

The October go-live target is a guaranteed delivery date. A rush premium is applied to the build fee to protect this commitment. Standard timeline (no hard date) would carry a lower fee. This is reflected in the pricing section.
The structure below represents Chapter V's current thinking. This section is intentionally open — AJ's input on pricing is needed before anything is finalized.
One-time fee covering full platform design, development, and launch. Includes the rush premium for guaranteed October go-live. The platform is built once — each subsequent client deployment is a fraction of this cost, and margin improves with every sale.
Begins at delivery. Covers hosting, maintenance, platform updates, support, and a base allotment of video minutes per year. Government and chamber buyers are accustomed to annual service fees — this maps to their budget cycles.
Video generation is measured in minutes. Each client receives an annual allotment. The client portal shows a real-time tracker so they always know where they stand. Mid-year top-up packages are available for purchase when needed.
TownHall's total addressable market extends well beyond chambers. The same platform serves any organization that needs to collect community input and communicate back — no code changes required.
Electoral campaigns and PAC advertising are explicitly excluded from TownHall's terms of service. This protects all clients and CV's brand. The platform is designed for civic engagement and non-electoral advocacy — trade associations, unions, chambers, governments, and advocacy organizations. Not campaigns.
TownHall is a Chapter V product. Chapter V builds, owns, deploys, and maintains the platform. AJ's role is as a commission-based sales channel with an equity interest in the platform's growth.
The specific commission percentages, payout timing, and structure for upsells and renewals have not been finalized. This is a priority conversation before AJ pitches the first client. The intention is a structure that rewards AJ generously for each closed deal and incentivizes growth in the platform's active client base.
